All bills must have five things in the following order:
1. Appropriately descriptive title. The title should state the type(s) of the bill (e.g. Appropriation, Commendation, Petition, etc.) and the recipient and/or subject of the bill.
2. List of author(s) and coauthor(s). Authors should be listed first, followed by coauthors. The names listed must exactly match the forum usernames of the authors and coauthors of the bill.
3. Declarative section. This part of the bill succinctly states the action(s) that will be taken if the bill is approved.
4. Explanatory section. This part of the bill provides background information on the subject and an explanation of the reason(s) for the bill.
5. Reference section. This part of the bill contains references, hyperlinks and/or contacts for further study on the subject of the bill and verification of information contained in the bill. If any of the authors or coauthors hold a position in an organization that would be benefitted by the bill, this must be clearly stated.

Two or more different bill types may be combined into one bill if a combination is logical and would makes sense in a particular case.
Use the templates above to create a multi-part bill. The title must reflect all parts of the bill. The declarative section must have a separate paragraph for each part. The explanatory section must explain the background and reasons for all parts of the declarative section.
